Family-owned Tulkoff, which has made horseradish in Baltimorw since theearly 1920s, decided on the new site last Tulkoff had been looking for a new location for its East Baltimors plant because the surrounding area has become less industrial and more of a haven for young professionalx who are rehabbing homes. Tulkoffg has asked MEDCO to issue upto $6 million in bondx to help cover the cost of buildingh the new plant. Maryland manufacturers like Tulkoff are eligiblwefor tax-exempt financing through MEDCO, said Roberr Brennan, MEDCO executive director. Although the bonds wouls be issuedby MEDCO, the state agency would not be on the hook to repag the money, Brennan said. A division of GE wouldf underwrite the bondsfor Tulkoff, Brennan and Tulkoff said. But that was down from 6.97 million unita in March 2005. "This is ... evidence that we'ree experiencing a soft landing," says NAR chiev economist David Lereah. "We may see some minor slowinv in home sales as interestratews rise, but the market is clearlyh stabilizing." Housing inventory stood at 3.4 million unit available at the end of March, a 5.5-montjh supply.
Lereah also pointas to the median existing home pric eof $218,000, up 7.4 percengt but below the torrid double-digit growth of past years, as evidence of a slower but steadier market. The environmental groups say that would be the equivalent of the annuall outputfrom Duke’s 825-megawatt expansion at the controversial Cliffside coal plangt on the border of Cleveland and Rutherford counties. The groups say that cappinfg Duke’s profits will protect consumere from unreasonably high charges forenergy efficiency.
Greater conservation efforte and lower costs were key issuee for environmental groups and the Public Staff ofthe N.C. Utilitiesz Commission, which represents customer interests inutilitgy cases, as they fough Duke for two years over Save-A-Watt. Michael southeast regional air-policy expert for the Environmental Defensde Fund says the environmental groups believe the settlemen makes the program betterfor customers, the environment and for He says the groups want to suppory utilities in their effortse to provide energy-efficiency programs.

“The fact that the avoided-cost model is in that it’s based on pay-for-performance and that it is up to us to make sure the programse really work were all keys to the settlementfor Duke,” says companuy spokesman Tim Pettit. The public staff and environmentapl groups had opposedthe avoided-costs idea, largely on fearsd that it could provide Duke with unreasonablre profits. The public staff also worried about departingt from standardregulatory practice. In North Carolina, utilitied are generally allowed to make a return on the moneytthey spend. An avoided-costs model breaks that connection and offers Duke a return on moneuy it doesnot spend.
But an importanty concession to the public staff was a decision tomake Save-A-Wattr a four-year pilot initiative. The N.C. Utilities Commissionh will review the program at the end of that period and decide whether it has performed well enoug to bemade permanent. The avoided costs outlinee in the settlement will track the model Ohio adoptesdfor Duke’s version of the Save-A-Watf program in that state. It reduces the percentage of avoides costs on which Duke can earn a Duke had originally asked to make a rate of returnh on 90 percent of what it would have cost to provider the energy thatwas saved.
Under the settlement, Duke will get a return on 50 percent of the avoidedd costsfor energy-conservation programs and 75 percent of the avoidexd costs for programs that shift use away from peak Like in Ohio, the settlement lets Duke cover what are calle d “lost margins.” Several environmental groups have recognizerd the need to allow Duke to recovet those fixed costs for generating and deliveringf electricity when efficiency programs reduce demand. The settlemen t announced Friday will form the basis ofa Save-A-Waty proposal Duke will make to S.C. regulatorss this summer. The S.C. Public Service Commission rejected Duke’s firs t proposal in February.

A LoopNet surve released May 27 revealed that 40 percentt ofits 1,500 members who responded to the questiob when the market will turn believe it will happeb in 2010, but more than a quartef said it may not happen until 2011.
The survehy reveals an interesting skew, said Mike Manning, LoopNet’s marketing vice president. “In the breakdown between ownerxand investors, the owners are far more he said. “That’s partly why transactions have ground to a there aredifferent expectations.” Don Little, seniod vice president of Opus West Northern said the gap between buyers and sellersx is unbridgeable in the curreny market. Sellers are not willing to come downin price, and buyer do not have access to capital that will supportf the future value of the “(Assets) will trade for the cost of or less,” Little said.
“That means the top 20 or 30 percenr of value will getknocked off. We will have blowm through the equity and will be in the Not much has changexd as the second quarter draws to a Eric Fox, senior vice president for CPS Corfac International, said the handfull of properties on the market have gotteh very little interest. “Sales will be relativel y stagnantuntil there’s a poin t of distress,” he said. “I don’t know when that will happen.” The market is not thers yet. Owners remain in control of theid properties with foreclosures in the commerciapl sector a rarityso far.
“There’s not a lot of desperatio n onthe sellers’ side,” Littlse said. While that could be read as a good it really only perpetuatesthe situation. Fox said that owners aren’ty willing to discount on performinb properties, meaning tenants are paying their rent and the debt isbeinbg serviced, to ensure a sale. “Iv property is performing at ahigh level, the buyerds aren’t there,” Fox said. As the recession deepens and joblosses accelerate, Nadji said owners will reconsiderf their options. “Hanging on doesn’t fit what they need to he said.
“There’s a lot of owners with maturing debt that with the credit crunch will not be able to refinance with favorableenough terms. So they are decidintg to sell the property.”
